Resumo

Resumo: Este artigo trata das relações entre política e agenda administrativa em nossa história recente, tendo como marco a Constituição de 88. Apresenta o modelo administrativo positivado na Constituição e a reforma gerencial ocorrida no Governo Fernando Henrique Cardoso. Em seguida, analisa as transformações ocorridas na gestão Lula-Dilma, enfocando continuidades e descontinuidades em relação ao governo anterior. Aborda também a reconstrução do nosso federalismo cooperativo, a evolução recente dos sistemas de controle e as relações entre política e gestão pública.

Abstract: This article deals with relations between political and administrative appointment book in our recent history, having as a mark the Constitution of 88. Introduce the administrative model in the Constitution and the management reform occurred in the Fernando Henrique Cardoso government. Then analyzes the transformations occurred in the management Lula-Dilma, focusing continuities and discontinuities from the previous government. Also approaches the reconstruction of our cooperative federalism, the recent evolution of the control system and the relations between political and public management.
